305-573-2909 FLORIDA GREEN PARTY OPPOSES PUBLIC SERVICE COMMISSION APPROVAL OF NUCLEAR COST RECOVERY FOR UTILITIES, CALLING IT A "A LICENSE TO STEAL" The Green Party of Florida (GPF) denounces the October 16 decision by the Public Service Commission allowing Progress Energy and Florida Power & Light to raise utility rates paid by their customers in order to collect hundreds of millions of dollars in so-called "nuclear cost recovery" funds. Under an ill-conceived law approved by the Florida legislature in 2006 in Florida, private utility companies are allowed to collect funds, in the form of rate increases to their customers, to pay the advance costs for nuclear power plant construction. These funds can be collected even if the nuclear projects have not yet been licensed and approved by state and federal regulatory agencies, and if the projects are not approved. If the nuclear plants are canceled by the utilities for any reason, the corporations can pocket the millions they have fleeced from their customers, all with permission from the state. "Granting FPL and Progress Energy permission to raise utility rates to pay for risky and unnecessary nuclear plants is like giving them a license to steal," said Michael Canney, GPF spokesperson and representative in a Petition to Intervene in the federal licensing process for the Levy County nuclear plant. "Nuclear cost recovery is a form of corporate welfare designed to "fast track" nuclear power development and guarantee industry profits at the expense of the public interest. The PSC has become a rubber stamp for the nuclear power industry." Panagioti Tsolkas, Green Party member and co-chair of Palm Beach County Environmental Coalition said "This is the sort of collaboration between industry and government that spawns the corruption we are seeing surface across Florida. This vote is evidence that the ethics problems in the Public Service Commission (PSC) go much deeper than a few benign Blackberry messages or private jets. The PSC is putting the entire State in grave economic and environmental danger, and Governor Crist is encouraging it." PSC Chair Matthew Carter has publicly expressed his hope that the Nuclear Regulatory Commission would view Florida's approval of early nuclear cost recovery as a reason to expedite the federal licensing process for new nuclear plants in the state. Carter said before the vote. "I think it's a good law. Do I think it's perfect? No, but we shouldn't be buying gas from people that want to kill us." Steve Showen, co-chair of the Miami-Dade Green Party responded to Carter's comments by saying, "The alternative to nuclear power is not, as PSC Chair Carter says, 'buying gas from people that want to kill us.' If people really want to kill us, all they have to do is send a plane into a nuke plant!" "Nuclear power is not clean, green or renewable, and it makes a mockery of Homeland Security, added Showen. "The truly secure and sane course of action for Florida is to put our resources into distributed rooftop solar. If the PSC had any real patriotic concern, it would have pulled the plug on nukes long ago." The GPF opposes the nuclear cost recovery scam as a form of private taxation that forces utility customers to invest millions in risky projects they may never see any benefit from. "There should be a full investigation into the incestuous relationship between the PSC and the industries they are supposed to regulate," said GPF co-chair Jayne King. "Greens believe state regulatory agencies should stop acting like lap dogs for greedy corporations and start protecting the public interest." In addition to opposing the nuclear cost recovery rip-off by Progress Energy and Florida Power and Light, the GPF has called for a moratorium on the construction of new nuclear plants in Florida, until a full and honest accounting of all costs associated with nuclear power can be assessed, and compared with the costs of investing in clean, safe and renewable energy technologies. "We live in the 'Sunshine State,' " says Jennifer Sullivan, a Green Party activist in Hernando County and co-petitioner in the challenge to the Levy nuclear plant license. "and one hour of sunlight that falls upon the earth has enough energy to power the whole planet for one year. We should be investing in cutting edge solar and renewable energy technologies for Florida's communities, instead of subsidizing risky and expensive nuclear plants that produce radioactive wastes that are deadly for thousands of years." In February, the Green Party of Florida joined with the Nuclear Information and Resource Service and the Ecology Party to file a Petition to Intervene in the NRC licensing process for the Levy Nuclear Plant. The NRC's Atomic Safety Licensing Board admitted a number of the petitioners' contentions, and Progress Energy is required to respond to them before the Construction and Operating License application can be approved. The Green Party supports investment in a sustainable, carbon-free, nuclear-free energy policy, based on clean, safe renewable energy technologies and aggressive conservation and efficiency measures. Nuclear and fossil fuel power plants are not a solution to the planetary climate change crisis, nor are they a smart solution to our future energy needs. Site approval for Progress Energy nuclear plant in Levy County by DEP and Crist Cabinet is premature while problems identified in federal licensing process remain unaddressed, say Florida Greens Green Party calls for a moratorium on nuclear power construction in Florida, until all costs and risks can be independently evaluated, and all alternative options considered Greens support repeal of early cost recovery for the nuclear industry; challenge Gov. Crist and state officials to support aggressive conservation measures and renewable energy technologies Tallahassee, FL -- Today we call upon Governor Crist and his Cabinet, acting as the state's Power Plant Siting Board, not to grant their seal of approval to Progress Energy's application to build two new nuclear power plants on a site in rural Levy County. The state's primary responsibility is to protect the health and safety of citizens, not the profits of private utility companies. Progress Energy should be required to address the public's concerns about the environmental impacts of the project before site approval by the state is considered. In February, the Green Party joined with the Nuclear Information and Resource Service and the Ecology Party to file a Petition to Intervene in the Nuclear Regulatory Commission's licensing process for the Levy Nuclear Plant, and the Atomic Safety Licensing Board has granted the Petitioners standing, admitting several contentions related to the environmental impacts of the project. The petitioners raised a concern that the construction of this power plant will cause irreversible damage to the natural hydrological systems and ecology of the area, and deficiencies in the plan for storage of nuclear wastes on site were among numerous problems with the PEF application that were identified by the petitioners. The ASLB has ruled that these issues must be addressed by the applicant. The Department of Environmental Protection and Public Service Commission are among the state agencies that have already recommended approval of the siting for this project, ignoring the concerns about the huge ecological and economic consequences of building a massive new nuclear power facility in the state. The long term ecological damage caused by uranium mining and processing, and the incalculable costs associated with storing and safeguarding nuclear wastes in perpetuity are not factored into the nuclear industry's bottom line, because the public is expected to pick up the tab, and the government is expected to guarantee a profit. The Department of Energy is responsible for the waste, and the Price Anderson Act makes the public responsible for insuring nuclear plants, because no private insurer would write a policy for a nuclear plant. Nuclear power could not compete in the energy marketplace without federal loan guarantees, tax breaks and a myriad of public subsidies, and the Green Party calls for an end to this corporate welfare gravy train for the nuclear industry. They must compete in a free market of ideas and technologies. "Nuclear power is not clean or renewable, and it is not a solution to global climate change," says Michael Canney a Green Party spokesperson on energy policy. "Greens support a shift in policy toward investing in a sustainable, carbon free, nuclear free energy policy as the only responsible option for the United States and the world. We're fast approaching a tipping point and can't afford to subsidize expensive, dangerous and obsolete technologies." The financing of nuclear power plants is also a highly controversial issue, especially for Progress Energy customers who are being forced to pay the costs of the nuclear plant in advance. "The public interest is not served by granting Progress Energy the right to advance cost recovery," says GPF co-chair Jayne King. "Allowing the utility to charge customers in advance for all the costs of building a new nuclear plant is a virtual license to steal, in effect allowing private corporations to levy taxes on citizens in order to enhance their bottom line at public expense. " The Green Party calls for the repeal of Florida Statutes granting the Public Service Commission the authority to allow utility companies to turn their customers into involuntary investors in risky ventures, such as the Levy Nuclear Plant. The Early Cost Recovery legislation is based on flimsy legal and constitutional grounds, and gives unfair advantage in the marketplace to industries that might otherwise become uncompetitive.. We call on Governor Crist to assert his leadership in supporting a moratorium on nuclear power construction in the state until an independent and comprehensive evaluation can be conducted, with full public participation, of all the costs and risks associated with this industry. This is the time for bold leadership. It is imperative that we support investment in clean, renewable and sustainable energy solutions that will safeguard the health and safety of the public and the planet. Progress Energy Florida's proposal to build a new dual-reactor nuclear power plant in Levy County was challenged in February when the Green Party of Florida (GPF) joined with the Nuclear Information and Resource Service (NIRS) and the Ecology Party to file a Petition to Intervene in the Nuclear Regulatory Commission's licensing process for PEF's Construction and Operating License Application.
On Wednesday July 8, after months of deliberation, a three-judge Atomic Safety Licensing Board panel issued a 112-page order ruling that the Petitioners had submitted valid and admissible "contentions" regarding the proposed plant's environmental impact that deserve a legal hearing. One year to the day after Martin Luther King delivered a speech at the Riverside Church in NYC, he was gunned down in Memphis. If you haven't yet heard them (and even if you have), it behooves you to hear the words of our then highest moral public figure that challenged the US role in Vietnam and beyond. Try to get your public speakers, newspapers and public as well as private TV stations to refer to that speech, instead of the endless broadcasting of the "I have a dream..." speech. The latter has its rightful place in history, but the Riverside Church speech is the one most needed to be heard by ALL communities today.

These days it seems everybody is "going green." Real concern for climate change and the environment, however, has to go beyond slogans and bullet points designed to look good and make a buck.  This affects us all. We can't solve anything if it's only for some, and it's run by greed. That's what brought us here in the first place. That and complacency. Then there's something called misinformation. The lack of a committed media. A shortage of proper education. The list goes on...

Congratulations, Cara! Cara Jennings Victory Propels Progressive Shift in Lake Worth Commission
Earning 56% of the vote through an outstanding, organized grassroots effort involving Palm Beach Greens along with other citizens and activists, Florida Green Cara Jennings won re-election in the non-partisan race for Commissioner in Lake Worth on November 18th.
This time it was a clear victory for Cara. She won her seat the first time in a runoff. |

CRIST FOR INITIATIVE ON CLIMATE CHANGE, CALLS FOR STATE ENERGY POLICY BASED ON CONSERVATION AND RENEWABLE ENERGY TECHNOLOGIES Gainesville, FL – (July 20, 2007) – The Green Party of Florida commends Governor Charlie Crist for hosting a climate change summit and calling for improved environmental policies in Florida. Gov. Crist’s proactive and inclusive approach to coping with this looming crisis is a refreshing departure from the previous administration’s energy policy, which has been shaped by the narrow, self-serving agenda of Big Oil and a few powerful corporate and industry representatives. While opposing Gov. Crist’s promotion of nuclear power as a “green energy” option, Greens applaud his apparent willingness to open the doors to a broad public discussion about the problems and challenges facing our state, our nation, and our planet. The Green Party is encouraged by promises Gov. Crist made at the Florida Climate Change Summit; in particular, his promise to “engage state, regional, national and international leaders, as well as significant members of the business and environmental communities…” Additionally, we urge Gov. Crist to go one step further and promise to engage academics, scientists, engineers, and most importantly, the public, to more fully examine all the options before investing in a new energy policy for the state. To be sure, it would be shortsighted to leave this critical issue entirely in the hands of politicians who too often are unduly influenced by special interests. “It is time to focus on how to make Florida a leader in developing long term solutions for solving environmental problems,” says Green Party of Florida co-chair Michael Canney. “With leadership from the Governor’s Office and full public participation in the process, we could forge a path toward a truly forward-looking energy plan for the state.” Government must lead the way and quicken steps to deal with the problem of climate change. California's renewable energy initiatives are appropriate examples for Florida to follow, and investment in such projects would provide economic development and employment opportunities for Florida communities, while providing meaningful economic incentives for a large scale conversion to clean and renewable energy “In the past, massive government subsidies have gone toward the promotion of oil, coal and nuclear power generation as solutions to our energy needs,” saysGPF national delegate Barbara Rodgers-Hendricks of Bay County. “It is time to stop subsidizing the polluters, and start funding the technologies that will end our dependence on coal and nuclear plants, as well as oil.” “The Green Party will only support responsible and serious efforts to impact the climate change crisis,” says GPF spokesperson Alan Kobrin of Miami. “Corporate welfare schemes designed to benefit industries that enrich politicians with campaign contributions have no place in this discussion. Even the smallest amount of global warming will have a huge impact on Florida. Simply put, we cannot afford to be wrong on this issue.” Greens support an immediate push for energy conservation as the first priority for any state energy plan. “Without a serious commitment to reducing energy consumption across the board, from transportation systems to buildings and community development, we will fail to get this problem under control,” says GPF spokesperson Aaron Czyzewski of Hillsborough County.
